A reserve of approximately $3.7 million for future new rental units for very-low and
low-income households.
· A reserve of approximately $500,000 to support a rental subsidy program as a means
of obtaining increased affordability or additional units in existing developments.
. Continued support for the City CDBG program.
· Support for regional affordable housing programs that benefit Pleasanton and
educational and resource material to better inform the public of available affordable
housing programs.

D. Discussion Regarding the Mid-Term City Capital Improvement Program (CIP)
for Fiscal Year 2006/07

Steven Bocian informed the Commission on the purpose of the Mid-Term Capital
Improvement Program (CIP) and indicated that unlike previous Mid-Term CIP's, staff is
focusing on funding five projects that the City Council has identified as top priority. As a
result, staff was approaching the Mid-Term CIP as ifthere will not be any new or
significantly amended projects. Because of this situation, this item is informational and
does not require Commission action.

Commissioner Harris opened the floor for any questions and indicated he was opposed to
the cost of the Kottinger Creek Renovation project. Commissioner Jones indicated the
City had bigger needs than the Kottinger Creek project.

9. MATTERS INITIATED BY MEMBERS OF THE COMMISSION

Commissioner Stark requested that staff schedule a visit and short presentation from the
new Board chair and Executive Director from the Tri-Valley Housing Opportunity Center
as soon as they are appointed. Scott Erickson replied that staff is looking forward to
presenting the new board and director to the Commission and anticipates that this will
probably take place in March or April.

10. DISCUSSION OF AGENDA FOR MARCH 16. 2006. MEETING

Scott Erickson noted that the following items are tentatively scheduled for discussion at
the Commission's March 16 meeting:

. Review and recommendation regarding housing-related applications for federal
Community Development Block Grant (CDBG) and HOME Investment Partnership
Program (HOME) funds;
. Approval of annual Agency Plan Update for the Pleasanton Housing Authority; and
. Information regarding proposed changes to the condo conversion ordinance.

Page - 10 -
