He stated that City programs to date have been focused on income levels and not <br />on specific employment categories. Mr. Whisnand would like to see programs that are <br />aimed at trying to keep those workers in the community. <br /> <br />Vice Chairperson Hodgett cautioned that this may raise some fair housing, <br />discrimination, and disparate impact issues. However, if the City conducts ajobs- <br />housing balance analysis, the concern can be avoided. <br /> <br />The Commission discussed past uses of the UHF. In response to a question from <br />Chairperson Harris, Steven Bocian affirmed the UHF has been used in some cases to <br />reimburse other City funds in situations where impact fees have been waived to promote <br />affordable housing. <br /> <br />Patricia Belding, chairperson of Citizens for a Caring Community, 7703 Highland Oaks <br />Dr., Pleasanton, addressed the Commission. She stated that in general, the top priority <br />for the use of the UHF at the present time should be the creation of very low income <br />housing units, citing the City's RHNA need for about 750 very low income units. <br /> <br />Ms. Belding stated that the Commission may want to develop new, specific criteria that <br />projects must meet in order to qualify for assistance from the UHF. This would provide <br />developers with clear requirements and incentives in advance of making a formal <br />application to the City for fee waivers and other assistance. <br /> <br />Ms. Belding shared some ideas and recommendations that her group has developed: <br /> <br />· Provide fee waivers only for low and very low income units in a development, not <br />the entire development. <br />· Allow fee waivers for the entire development when the number of low and very <br />low income units is 40% of the total, and 70% of the affordable units are available <br />to very low income households <br />· Create a sliding scale of increasing benefit for exceeding the 25% minimum up to <br />the 39%. <br />. Give priority to projects located on City-owned land (e.g., Kottinger Place). <br />· Give the creation of new affordable rental units the highest priority. <br />. Suspend assistance to "for sale" units until the City has fulfilled its very low <br />income housing goals. <br />. Reevaluate the uses for the UHF after Pleasanton has reached its very low income <br />housing target. <br /> <br />The Commission thanked Ms. Belding for her comments. <br /> <br />Bruce Fiedler, Pleasanton Gardens Administrator, 251 Kottinger Drive, Pleasanton, <br />wanted to bring attention to statistics that may not be as well known as the information <br /> <br />Page - 7 - <br />
