Review of ECHO Housing Fair Housing Audit Report for 2005 <br /> <br />Scott Erickson provided an overview of the staff report and introduced Mary Colbert and <br />Elinor Cullen from ECHO Housing's Livermore office. Ms. Colbert addressed the <br />Commission and stated that every year a different subject is chosen as a focus for the <br />annual fair housing audit. The goal is to make sure that the landlords are following fair <br />housing laws properly. Each year ECHO hires trained testers and gives them a profile to <br />be used with each test. <br /> <br />The results of this year's audit revealed that there was some level of discrimination <br />detected in approximately 30% of the tests. This indicates that some progress has been <br />made as compared to prior years. Page 13 of the report provides detail regarding what <br />happened at each property. Ms. Colbert noted that responses from the ten sites that were <br />audited included only one that was very negative. Another response was apologetic, and <br />the caller stated that she had no idea this was happening and would be more aware. <br />Another caller was upset and concerned that the results would be published and existing <br />tenants would be upset. <br /> <br />Elinor Cullen clarified that the results of the audit were published in statistical form and <br />the names of the individual properties surveyed were kept confidential. However, the <br />managers ofthe properties audited received a letter explaining the audit, noting that it is <br />for educational purposes, and inviting them to free training seminars for management <br />personnel. The reactions Ms. Colbert shared earlier were in response to that letter. The <br />other thing ECHO does is help residents who feel they have experienced discrimination <br />to investigate whether or not there is any basis to their concern and, if so, help them file a <br />complaint with the appropriate agency.
