<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The subject project consists of installing a new 12" diameter water main along Longview <br />Drive from the Longview Pump Station to a 250,000 gallon tank located at Augustine Bernal <br />Park. This new water line will serve as a parallel discharge line to provide adequate <br />transmission capacity to pressure zone 770 and improve the performance of the Longview <br />Pump Station. This improvement was identified as part of the water master plan update. The <br />other improvement included in this project is to replace old galvanized service connection pipe <br />with new industry standard pipe for six homes along Bernal Avenue between Tawny Drive <br />and Vineyard A venue in anticipation of this roadway section being resurfaced. <br /> <br />The project plans were prepared by Pakpour Consulting Engineers. A public meeting was <br />held on January 23, 2006, to inform the public of the project and answer questions about the <br />project. Primarily, residents were interested in knowing the construction schedule and the <br />contractor's contact information once the contract is awarded. The City will do the necessary <br />correspondence in order to inform the residents once the contract is awarded and the <br />contractor provides a schedule. <br /> <br />Sealed bids for this project were opened on March 23, 2006. There were a total of four bids <br />received, which ranged from $344,142.00 to $426,020.00, as compared to the engineer's <br />estimate of $358,000.00 for the project. The low bid of $344,142.00 was received from Talus <br />Construction, Inc. All bid documents were found to be in order, with past work performed by <br />the contractor verified to be satisfactory. A 20 % contingency amount is recommended due to <br />the nature of the work, which consists of constructing a trench for the placement of water <br />piping. The trench will be through hillside terrain with saturated soils from the winter storms <br />and special care may need to be used in de-watering the trench or placing backfill in the <br />trench. <br /> <br />Project funding will be provided from the Longview Water Line Project funds, the Ruby Hill <br />water line project and the Annual Water Replacement Project funds and are presented below. <br /> <br />BUDGET <br /> <br />Funding Sources <br />Longview Water Line, CIP 041015 <br />Ruby Hill Water Line, CIP 041014 (*remaining funds) <br />Annual Water Replacement, CIP 001000 (*remaining funds) <br />TOTAL <br /> <br />$ 250,000 <br />$ 160,000 <br />$ 125,000 <br />$ 535,000 <br /> <br />SR 06:104 <br />Page 2 of3 <br />
