anticipated to include $60,817 from MTC 4.5, $86,615 from Alameda County Measure B,
$46,000 in fare box receipts, and the City's match of $447,808, This local match represents
70% of the total Paratransit Service budget.

The Alameda County Transportation Improvement Authority (ACTIA) has established a
funding formula for the distribution of Measure B (dedicated sales tax) funds to provide special
transportation for seniors and persons with disabilities. Each eligible agency must submit a
funding application, including an eligibility statement and required Board/Council Resolution
(Attachment A), which is reviewed by ACTIA. Funding recommendations are then forwarded to
the Paratransit Advisory Planning Committee (PAPCO) for consideration, and on to the ACTIA
Board of Directors for final approval. The City of Pleasanton's FY 2006/07 Measure B
application is for $86,615.

A similar funding application and formula is used to distribute MTC TDA 4.5 funds, Claims are
reviewed by MTC and forwarded to the Alameda County Board of Supervisors for consideration
and approval. The City ofPleasanton's FY 2006/07 MTC 4.5 application is for $60,817.

ENVIRONMENTAL ASSESSMENT

As an existing/continuing program, the Pleasanton Paratransit Service is exempt from the
California Environmental Quality Act (CEQA) that may be required under this funding process.

FISCAL IMPACT

Should the City receive a Measure B allocation ($86,615) and TDA Article 4.5 funds ($60,817)
for FY 2006/07, the net result will be a 23% savings for the proposed Paratransit budget of
$641,240,

Respectfully Submitted,

Dv~~

David P.
