.. Exhibit B . The cost of preparing the Final EIR is estimated based on our knowledge of the project at this time. If the com- ments on the Draft EIR exceed 60 comments (including transcripts) and/or raise new issues, EIP will con- sult with the City regarding the desired level of effort at that time. The esti- mate of 60 discrete, non-repetitive comments addresses only those com- ments that EIP will need to address. Responses for transportation-related comments would be prepared by Dowling Associates and provided to EIP for inclusion in the Final SEIR. . The EIR will analyze no more than two alternatives to the proposed pro- ject, in addition to the No Project Alternative. The development of the alternatives will be EIP's principal re- sponsibility with concurrence from the City staff. . The City will provide all relevant background studies, reports, plans, en- viron-mental documents, and GIS data. Factors that would increase the scope of work and estimated costs outlined in the proposal include: . Attendance at additional meetings beyond those budgeted (a per cost meeting is provided in the accompany- ing cost estimate); . Analysis of additional issues beyond those discussed in this proposal or a more detailed level of analysis than de- scribed in this proposal; . Changes III the project requmng reanalysis or rewriting of report sec- tions; . Collection of data required for the EIR beyond that described in this proposal; . Responding to more comments than assumed to address staff concerns or to ad- dress issues raised during the public review period; and . Printing of additional copies of reports. EIP Associates 3-3
