Deliverables: Peer review memoranda identifying additional information needed before the technical studies can be used for the SEIR. City Involvement: Review and discuss the peer review memoranda with EIP and then with the project sponsor, if necessary. If the City prefers, EIP will collaborate with City staff in discussing the memos with the project sponsor. Task 4: Prepare Administrative Draft SEIR Purpose: To prepare an Administrative Draft SEIR for planning staff review. Discussion: EIP will prepare an Administrative Draft SEIR for planning staff review, focusing on those environmental factors for which potentially significant impacts may result as described in the Initial Study and as directed by responses to the scoping meeting and the NOP. The key sections of the SEIR are described below, with particular attention on the assessment of impacts and the identification of mitigation measures. Subtask 4,1 Summary The Summary will highlight the key differences between the proposed project and the Specific Plan, in terms of significant environmental effects and recommended mitigation measures. Furthermore, areas of controversy (including issues raised by the agencies and the public in response to the NOP) and issues to be resolved (including the choice among alternatives and whether or how to mitigate the significant effects) will be identified, as required by the State CEQA Guidelines, Section 15123(b). The summary of impacts and mitigation measures will be presented in a table. Subtask 4,2 Environmental Analysis This section of the SEIR will contain the description of the existing conditions, the significance criteria by which environmental impacts will be classified, the impact assessment, and, for those impacts considered to be significant, recommended mitigation measures. Impacts will be classified as significant (S), potentially significant (l'S), less than significant (L TS), or beneficial (B). Each impact will be enumerated for easy reference by reviewers of the SEIR. The cumulative impact analysis will assess the effects of the proposed project in combination with other projects in the project vicinity. EIP will meet with planning staff to determine whether a plan- based or project-based cumulative assessment makes sense for the SEIR. Given that the proposed project involves a near-term component (the auto mall and the senior continuing-care community), it might make sense to discuss these components in combination with other approved, pending, and foreseeable development - a list based assessment. However, the proposed project also involves a longer term component (future retaill office and community park), which should be examined in the context of other planned projects or future growth projections.
