If the <br />City prefers, EIP will collaborate with City <br />staff in discussing the memos with the <br />project sponsor. <br /> <br />Task 4: Prepare Administrative Draft <br />SEIR <br /> <br />Purpose: To prepare an Administrative Draft <br />SEIR for planning staff review. <br /> <br />Discussion: EIP will prepare an <br />Administrative Draft SEIR for planning staff <br />review, focusing on those environmental <br />factors for which potentially significant <br />impacts may result as described in the Initial <br />Study and as directed by responses to the <br />scoping meeting and the NOP. <br /> <br />The key sections of the SEIR are described <br />below, with particular attention on the <br />assessment of impacts and the identification <br />of mitigation measures. <br /> <br />Subtask 4,1 Summary <br /> <br />The Summary will highlight the key <br />differences between the proposed project and <br />the Specific Plan, in terms of significant <br />environmental effects and recommended <br />mitigation measures. Furthermore, areas of <br />controversy (including issues raised by the <br />agencies and the public in response to the <br />NOP) and issues to be resolved (including <br /> <br />the choice among alternatives and whether <br />or how to mitigate the significant effects) will <br />be identified, as required by the State CEQA <br />Guidelines, Section 15123(b). The summary <br />of impacts and mitigation measures will be <br />presented in a table. <br /> <br />Subtask 4,2 Environmental Analysis <br /> <br />This section of the SEIR will contain the <br />description of the existing conditions, the <br />significance criteria by which environmental <br />impacts will be classified, the impact <br />assessment, and, for those impacts considered <br />to be significant, recommended mitigation <br />measures. Impacts will be classified as <br />significant (S), potentially significant (l'S), <br />less than significant (L TS), or beneficial (B). <br />Each impact will be enumerated for easy <br />reference by reviewers of the SEIR. <br /> <br />The cumulative impact analysis will assess <br />the effects of the proposed project in <br />combination with other projects in the <br />project vicinity. EIP will meet with <br />planning staff to determine whether a plan- <br />based or project-based cumulative assessment <br />makes sense for the SEIR. Given that the <br />proposed project involves a near-term <br />component (the auto mall and the senior <br />continuing-care community), it might make <br />sense to discuss these components in <br />combination with other approved, pending, <br />and foreseeable development - a list based <br />assessment. However, the proposed project <br />also involves a longer term component <br />(future retaill office and community park), <br />which should be examined in the context of <br />other planned projects or future growth <br />projections. <br /> <br />Mitigation measure(s) will be recommended <br />for each identified significant impact.
