<br />standard of 5 acres per 1,000 people (Program 17.18), to integrate recreational uses <br />(Program 17.19), to increase flexibility of sports fields (Program 17.20), to develop a <br />neighborhood park that would serve the Happy Valley area (Program 17.21), to promote <br />youth use of the Callippe Preserve Golf Course (Program 17.22), and to provide trails <br />connecting parks and recreational facilities throughout Pleasanton (Program 17.23). Also <br />added is Policy 18 and associated programs addressing the need to maintain and improve <br />park and recreational facilities, and Policy 19 and Program 19.1 addressing hours of <br />operation and access to recreational facilities. <br /> <br />. Adding additional policies and programs to the "Cultural Arts" topic and revising some <br />programs. New policies and their programs include supporting the Civic Arts Commission <br />and a city cultural plan; maintaining, improving and expanding art and cultural programs; <br />using public art; and supporting cultural and arts interests (Policies 21-23). <br /> <br />. Adding Policy 24 and associated programs related to making the downtown a visitor- <br />friendly location by providing public facilities for the residents and visitors. <br /> <br />. Under Human Services, adding Policy 25 and associated programs related to promoting <br />diversity, revised Policy 26, adding a reference to diversity and additional programs for <br />people of all ages. It also includes adding new policies and programs to provide health and <br />mental health facilities and services; providing safe, affordable, high quality child-care <br />facilities and services; and providing safe, accessible senior activities, facilities and <br />services (Policies 27-29). This topic also includes a new policy and programs related to <br />youth/teens (Policy 30 and programs following). <br /> <br />. Deleting policy and programs for the Clean Water program. These are being relocated to <br />the Conservation & Open Space Element, as they are more relevant to water quality and <br />not facilities. <br /> <br />PLANNING COMMISSION ACTION <br /> <br />As noted, the Planning Commission reviewed the Draft Element at two meetings on February 22 <br />and March 8, 2006. The Planning Commission recommended numerous changes to the Draft as <br />noted in the minutes (Attachment 3). These changes are reflected in Draft Element as shown in <br />Attachment 1 and Attachment 2. Two changes of substance should be noted: one is the omission <br />of Table 1 relating to sports facility standards (Attachment 4), discussed above. The other is the <br />Planning Commission's decision to omit from the Schools and Education section of the Draft <br />Element one paragraph based on information from the latest enrollment projections report <br />prepared for the Pleasanton Unified School District. This appeared on p.VI-18 of Attachment 1 <br />(following the third paragraph under Schools and Education) and the paragraph read as follows: <br /> <br />The School District projects a school enrollment decrease (about three percent) in the year <br />2015. It expects a less than one percent decrease in high-school enrollment (from 4,974 to <br />4,936), and about a four percent decrease in middle-school (from 3,490 to 3,338) and in <br />elementary-school (from 6,054 to 5,783) enrollment.
