<br />Planning, Public Works, Library, and Parks and Community Service departments, and by several <br />City commissions that discussed specific topics within their purview. The following commissions <br />discussed sections of this element and recommended amendments: <br /> <br />. Civic Arts Commission (meeting of June 6, 2005) <br />. Human Services Commission (meeting of August 3, 2005) <br />. Library Commission (meeting of August 11,2005) <br />. Youth Commission (meeting of December 14,2005) <br />. Park and Recreation Commission (meeting of February 9, 2006) <br />. Planning Commission (February 22 and March 8, 2006) <br /> <br />The Draft Element in Attachment 2 is generally complete other than some missing data in Tables <br />VI-l to VI-3, which are dependent upon final land use designations. These data will be included <br />when the Planning Commission and City Council reviews the complete Draft General Plan. <br /> <br />COMPARISON OF SPORTS FACILITY STANDARDS <br /> <br />Prior to the review of the Parks and Recreation section by the Parks and Recreation Commission, <br />staff prepared Table 1: Existing Sports Facilities, Standards and Guidelines, and Future Facilities <br />Planned at Build-out (shown in Attachment 4) which summarizes existing City facilities and those <br />shared with Pleasanton Unified School District (PUSD). The table compares the City's facilities <br />per population for both those existing and anticipated at build-out to national guidelines developed <br />by the National Recreation and Park Association. It is not the intent that the City adopt the <br />national guidelines; however, staff believes it provides a useful benchmark. The Parks and <br />Recreation Commission considered this information as part of the Draft Parks and Recreation <br />section of the Public Facilities and Community Programs Element, and recommended that this <br />table be included in the Element. <br /> <br />At the Planning Commission public hearing of February 22, 2006, the Planning Commission <br />recommended that the City develop its own standards for sports fields and tennis courts based on <br />residents' needs and desires. Because this would require significant work effort both by staff and <br />the Parks and Recreation Commission beyond that anticipated for the General Plan, staff <br />recommended omitting the table from the Draft Element pending a discussion with the City <br />Council. The Planning Commission concurred. Staff is seeking City Council guidance on <br />whether to include the original table. <br /> <br />SUMMARY OF RECOMMENDED CHANGES TO THE 1996 PUBLIC FACILITIES ELEMENT <br /> <br />The Draft Public Facilities and Community Programs Element (Attachment 1) uses strikeout and <br />underline to show changes to the 1996 text.
