<br />continued access to the Vulcan and Hanson bridges; and specifY <br />minimum circulation improvements to allow initial and full <br />development of Staples Ranch, as described in <br />"FinancinglInfrastructure" below. <br /> <br />c. Financin~frastructure: ModifY the requirements of the Specific <br />Plan to recognize that the SPA is the sole remaining developer and that <br />some improvements once contemplated to be made by Specific Plan <br />developers have either been made a- will be made by others (e.g., El <br />CharrolI-580 interchange, Arroyo Mocho widening, EI Charro Road <br />south of Jack London/Auto Mall Place, and community park <br />improvements) and to limit the remaining maja- Specific Plan <br />infrastructure requirements to be funded by the SPA to the following: <br />i. 2-lane Stoneridge Dr. bridge across the Arroyo Mocho to serve <br />the planned continuing care community and the community <br />park; <br />ii. 17 acre community park land dedication; <br />III. improvements to El Charro Road from the 1-580 interchange <br />through the Jack London! Auto Mall Place intersection as <br />determined necessary to serve automall and future retaiVoffice <br />development, currently estimated to be a 4-lane roadway with <br />turn lanes; <br />iv. improvements to Stoneridge Drive at its easterly end to <br />accommodate senia- continuing care and community park <br />traffic and improvements to Auto Mall Place to accommodate <br />auto mall and future commercial traffic (not through traffic); <br />and <br />v. dedication of right-of-way fa- future Stoneridge Drive, El <br />Charro Road and the 1-580 interchange to accommodate <br />General Plan-contemplated designs. <br />Pending the cost ofimprovements for items (i), (iii) and (iv) above, <br />the SPA will provide a financial contribution to the City towards the <br />partial improvement of the 17-acre community park in an amount <br />negotiated between the City and the SPA. <br /> <br />4. ADDITIONAL LAND USE ENTITLEMENTS <br />In conjunction with its comprehensive review of modifications to the Specific <br />Plan, SPA and/a- its Buyers shall submit and CITY shall review the <br />following: <br /> <br />a. DevelQpment Aireement: A development agreement, to be mutually <br />negotiated between the parties, which (1) would vest the final land use <br />approvals for the auto mall and senior continuing care community, and <br />specifY when these prqects would be built; (2) would vest the <br />zonin~d use approval process for any part of the Staples Ranch that <br />at the time had not received final discretionary land use approval; (3) <br /> <br />4 <br />
