<br /> <br />6A <br /> <br />- <br /> <br />pLEASANTONo <br /> <br />SUBJECT <br /> <br />City Council <br />Staff Report <br /> <br />April 18, 2006 <br />Assistant City Manager <br />Planning Department <br />Law Department <br /> <br />MEMORANDUM OF UNDERSTANDING BETWEEN THE <br />ALAMEDA COUNTY SURPLUS PROPERTY AUTHORITY AND <br />THE CITY OF PLEASANTON CONCERNING THE STAPLES <br />RANCH <br /> <br />STAFF RECOMMENDATION: <br /> <br />SUMMARY <br /> <br />SR:06:100 <br />Page I <br /> <br />Authorize the City Manager to sign the Memorandum of Understanding. <br /> <br />Alameda County, acting through its Surplus Property Authority, proposes <br />to sell 124 acres, known as Staples Ranch, but wishes to obtain certain <br />development entitlements from the City before selling the property. The <br />entitlements would allow the property to be developed as an auto mall site, <br />a senior continuing care facility, a community park, and (as of now <br />undefined) other commercial uses. To accomplish that, the Stoneridge <br />Drive Specific Plan would need to be amended in certain respects and the <br />County needs certain assurances from the City as to the development fees <br />that the developers of the auto mall site will be expected to pay. The <br />Memorandum of Understanding (Attachment I) would, in essence, create a <br />road map and set forth a timeline for these entitlements to be in place. <br />Nothing in the Memorandum requires the City to approve any of the land <br />use applications that will be submitted or limits the Council's authority to <br />impose reasonable conditions if the applications are approved. It simply <br />provides assurances to the County that the City will consider expeditiously <br />but thoroughly these issues. <br />
