Section 4. Relationship to Measure M. <br /> <br /> This initiative, if passed, will complete and supersede the <br />provisions of Measure M as approved by the Pleasanton voters on <br />November 6, 1990. <br /> <br /> Section 5. Amendment and Repeal. <br /> <br /> This initiative shall not be amended as to the land use <br />designations nor repealed except by a vote of the people of <br />Pleasanton. Any such amendments or repeal of this initiative <br />shall not be effective unless there are parallel amendments (or a <br />parallel repeal) adopted by the City of Hayward and the County of <br />Alameda. Pleasanton voters shall vote on such amendments or for <br />repeal no more than once a year. <br /> <br /> Section 6. Severability <br /> <br /> If any portion of this initiative ordinance is hereafter <br />determined to be invalid by a court of competent jurisdiction, <br />all remaining portions of this initiative ordinance shall remain <br />in full force and effect. Each section, subsection, sentence, <br />phrase, part, or portion of this initiative ordinance would have <br />been adopted and passed irrespective of the fact that any one or <br />more sections, subsections, sentences, phrases, parts or portions <br />be declared invalid or unconstitutional. <br /> <br /> Section 7.
