active and passive open space use, both park and quasi-public. <br />Significant development of the Ridgelands Area and the necessary <br />infrastructure to serve such development would impact the views <br />of the Ridgelands Area, be an expensive and inefficient use of <br />public resources, occur in potentially unstable, sloping areas <br />which are relatively difficult for emergency services to reach, <br />impair areas of important continuous native habitat, including <br />riparian corridors, thereby harming the wildlife that relies on <br />these areas for its survival as well as reducing the diversity of <br />species, and decrease, if not eliminate, the economic viability <br />of agricultural areas in the Ridgelands Area. <br /> <br /> C. Hayward, Pleasanton and the County each has land <br />use and development policies which are applicable to the <br />Ridgelands Area but each of which vary in many respects. <br />Hayward, Pleasanton and the County have long recognized the <br />Ridgelands Area as a valuable natural resource and a regional <br />asset and recognize that protection of this resource will require <br />the cooperation of each other. <br /> <br /> D. This cooperative effort has produced a consensus <br />of objectives and policies for the Ridgelands Area which will <br />ensure the preservation of permanent open space, recognize <br />existing development and the potential for limited future <br />development, and provide for improved access to public parklands. <br /> <br /> E. Hayward and the County have approved a Memorandum <br />of Understanding with Pleasanton which requires Hayward and the <br />County to use their best efforts to adopt into their General Plan <br /> <br /> - 2 - <br /> <br /> <br />
