Buffer zones of privately owned and maintained open space should be <br /> located between new development and open space parks to minimize <br /> potential f~re, geologic, and/or nuisance problems. <br /> <br /> 2. Adequate reliable water supplies must be available for domestic and irrigation <br /> needs, with water conserved to the maximum extent feasible. Alternative <br /> water sources shall be sought and used, if feasible, for high water uses and for <br /> acceptable non-potable water uses, such as landscaping. Satisfactory sewerage <br /> systems must be available with no degradation of adjoining properties or <br /> increase in geologic instability to improvements. <br /> <br /> 3. New development must be served by satisfactory access, including access to <br /> fire-fighting vehicles, which shall not cause a significant change in the visual <br /> character of the Ridgelands. <br /> <br /> 4. New development shall be designed to minimize risks to life and property due <br /> to potential hazards. <br /> <br /> 5. New development shall avoid encroachment upon or disturbance of sensitive or <br /> unique botanical and/or wildlife habitat, unless a feasible mitigation plan has <br /> been developed to protect such areas. As many trees as feasible shall be <br /> preserved. in conjunction with any new development. <br /> <br /> 6. New development should not be constructed on any ridgeline visible from <br /> urbanized areas of Pleasanton, Hayward, or Castro Valley in a manner which <br /> would make any part of the structure visible above the natural skyline of these <br /> ridgelines. <br /> <br /> 7. Design guidelines should be adopted and implemented to ensure that new <br /> development is subject to discretionary review and sensitive to the existing <br /> visual character.
