<br />City Council and Civic Arts Commission Joint Workshop (September 6,2006) <br /> <br />A joint workshop of the City Council and Civic Arts Commission was conducted so that <br />the Council and community could: <br />1. Become more familiar with the actual conceptual/schematic design for the <br />Firehouse Arts Center as recommended by the Civic Arts Commission and Task <br />Force; <br />2. Be updated with the latest cost estimates for the project; <br />3. Be apprised of the status ofthe fundraising efforts that were underway; <br />4. Become familiar with possible phasing and funding opportunities/constraints for <br />the project; <br />5. Review and explore possible alternatives for proceeding with the project, and <br />indicate preferences to staff and consultants. <br /> <br />At the workshop, staff and ELS provided an overview of the history of the project and <br />presented the conceptual/schematic project design as recommended by the Civic Arts <br />Commission. Members of the audience and the Civic Arts Commission indicated their <br />support of the design and overall project. <br /> <br />The City Council, after discussions with staff, consultants, and commissioners, also <br />indicated overall support of the project and directed staff and consultants to develop <br />recommendations for optional scenarios/strategies for a possible phased approach to the <br />construction and funding ofthe facility. <br /> <br />City Council Meeting (January 17,2006) <br /> <br />Mr. Kurt Schindler and Mr. Ed Noland ofELS Architects and Urban Design again <br />reviewed the Firehouse Arts Center conceptual and schematic design, updating the City <br />Council with revised construction cost estimates. The City Council considered a phased <br />construction strategy as well as various construction/funding scenarios. <br /> <br />After questions and discussion, the City Council voted unanimously to direct the <br />consultants to prepare construction drawings for the project in a manner which could <br />result in: <br />1. The initial construction of the building shell and the completion of the theater <br />interior finishes, with the art gallery and upstairs classrooms completed at a <br />later date; or <br />2. Construction/completion of the entire project at the same time. <br /> <br />The Council directed that the drawings and related reviews, entitlement, and building <br />plan processes be completed in time for a bid date of November 2006.
