<br />PROJECT DESCRIPTION <br /> <br />The proposed project incorporates the program elements noted above. Please refer to <br />Exhibit A for detailed information on size and location of the program elements. <br /> <br />Location <br /> <br />The site is located on Railroad Avenue, bounded by the Alameda County Transportation <br />Corridor along the east-southeast. The site is generally between Division Street and West <br />Neal Street. The scope of the project is contained within the boundary of the City-owned <br />property and does not require acquisition of additional lands; however, acquisition of the <br />Transportation Corridor, subsequent renovation ofUons Wayside Park, and enhancement <br />of pedestrian access to Main Street would create a truly wonderful recreational, aesthetic, <br />pedestrian-friendly cultural resource enhancing and further activating the Downtown <br />area. <br /> <br />ANALYSIS <br /> <br />Parkinz <br /> <br />The constrained area and triangular shape of the project site and the size of the Arts <br />Center make it impossible to provide a sufficient number of parking spaces to adequately <br />support the envisioned program and activities for this facility. The City continues to seek <br />alternatives to the parking needs of the facility, most likely the future use of the <br />Transportation Corridor (as recommended in both the Downtown Specific Plan and <br />Downtown Parks and Trails Master Plan). This approach is similar to other Downtown <br />developments which are allowed to defer parking pending creation of a public parking <br />lot. <br /> <br />Adaotive Re-Use of the Historical Fire Station No. I <br /> <br />The preservation and adoptive use of the Historic 1929 Firehouse structure, providing <br />focus to its architecture, color palette, and materials, has been the premier consideration <br />in the development of this City effort. Subsequent additions to the facility that were built <br />in the 1960's and 1970's would be removed and new building additions and amenities <br />constructed that specifically accommodate and support the new programs/activities <br />planned for the Center. All exterior construction materials would be designed to <br />complement and actually provide more visual focus to the original historical Firehouse. <br />The Task Force recommended that the consultants develop an attractive exterior <br />treatment for the side of the building facing Lions Wayside Parle The result is a curving <br />wood exterior, which complements the natural setting and gradually reduces in height to <br /> <br />Case No. PDR-507 <br /> <br />Planning Commission <br /> <br />Page - 5 - <br />
