<br />BACKGROUND <br /> <br />The City's Downtown Specific Plan, adopted by the City Council in Spring 2002, calls <br />for the adaptive reuse of the former Fire Station No. 1 located at 4444 Railroad Avenue <br />as a facility which could contain a small theater, art gallery, and classrooms. This <br />recommendation reflected and incorporated recommendations also contained in the <br />Downtown Parks and Trails Master Plan and the Arts Facilities Master Plan. The former <br />Fire Station was the original Pleasanton Fire Station No.1 before relocating to its Nevada <br />Street address. The Fire Station was renamed "Fire Station No.4" until the recent <br />relocation of that facility to the Bernal Property. For the purposes of this report and the <br />historical nature of the site, staff is referring to the site as "Fire Station No.1" although <br />others may refer to the more recent number. <br /> <br />City Council Direction <br /> <br />The City Council requested staff to evaluate the financial commitment the City would <br />need to make in order to effect the development of the Firehouse Arts Center. At its June <br />2003 hearing on the City's proposed Capital Improvement Program (CIP), the City <br />Council allocated funds and directed staff to begin the process for the master planning, <br />design, and construction of the proposed Firehouse Arts Center. Staff has brought <br />information back to the City Council through workshops and public hearings to review <br />the status of the project. The City Council has expressed broad support for this project <br />and, in 2004, further directed staff to work towards the development of plans that could <br />serve the current and future civic arts needs. <br /> <br />Consultant <br /> <br />City staff coordinated the efforts to retain ELS Architecture and Urban Design of <br />Berkeley (ELS) through the "Request for Proposals" process. ELS is providing <br />comprehensive professional design and project management services, including <br />confirmation of proposed programming for the facility, a structural analysis of the <br />existing Fire Station No.1, development of conceptual and schematic plans for all facility <br />elements including architectural and landscape architectural design, creation of <br />construction plans and bid documents, and architectural coordination services during the <br />bidding and construction process. <br /> <br />Case No. PDR-507 <br /> <br />Planning Commission <br /> <br />Page - 2 - <br />
