Rehabilitation program. The City would be able to evaluate NS' performance during the first
several years (CDBG funds are allocated on a year-to-year basis).

STAFF RECOMMENDATION

Staff recommends that the Council adopt the attached draft resolution (Attachment I) to approve
the allocation of CDBG funds for FY 2006 and tentative second-year allocations for FY 2007 to
two projects as listed in the attached Table A and to authorize the City Manager to enter into
contracts with subrecipients for FY 2006 funding and to take all other necessary actions to carry
out the CDBG program for FY 2006.

As in prior years, the City is not able to provide funding to all agencies seeking funding.
However, staff believes that the allocation proposed by staff and outlined in Table A maintains
the spirit of the recommendations by the two commissions and results in an efficient and diverse
use ofthe City's annual CDBG funding allocation.

FISCAL IMPACTS

The allocation of federal CDBG funds will not have a direct fiscal impact on the City. If
approved by the Council as recommended by the Housing Commission and staff, the City would
also commit a total of $66,500 in City Lower Income Housing Funds for FY 2006 to supplement
several housing services. This level of funding is consistent with supplements that have been
approved in prior years.

Respectfully Submitted,

.'

~~b~
St~n Bocian
Assistant City Manager

4u~

David P.
