<br />non-profit agencies for FY 2006 CDBG funding (no eligible applications for <br />federal HOME funds were received) and makes a recommendation for the <br />allocation of funds for the coming fiscal year 2006. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />As the Council is aware, the City conducted an extensive application and review process three <br />years ago relative to the federal Community Development Block Grant (CDBG) program. In <br />early 2003, the Human Services Commission and Housing Commission reviewed applications <br />for the past three-year funding cycle (fiscal years 2003, 2004, and 2005). The three-year CDBG <br />funding program was approved by the Council in April 2003. A supplemental application <br />process took place in 2004 and 2005 to allocate uncommitted funds for the second and third <br />program years. Attachment 3 provides a summary of the CDBG funding that has been allocated <br />over the past three fiscal years. <br /> <br />The City's Housing Commission and Human Services Commission met jointly in September <br />2005 and again in November 2005 to discuss the upcoming funding cycles for the federal <br />Community Development Block Grant (CDBG) program and the City Grant program. The <br />commissions reviewed draft application packet materials for both grant programs and also <br />discussed funding priorities for the two programs. The two commissions approved the <br />application materials and process and also agreed to consider two-year applications for capital <br />and rehabilitation projects and one-year applications for public services funding. <br /> <br />The City was recently notified by HUD that its allocation for FY 2006 (2006-07) will be <br />.$287.563. This represents a 12% decrease from the prior year grant of $321,586 which is <br />generally consistent with nationwide cuts to the CDBG program. <br /> <br />Application Process <br /> <br />Planning for the FY 2006 CDBG program began in December 2005 when staff sent requests for <br />proposals to local non-profit agencies and City departments. Public hearing notices were <br />published and articles were run in local newspapers at that time. In collaboration with the City <br />of Livermore, staff held two separate workshops in mid-January relative to the annual allocation <br />process for CDBG funds (one in Pleasanton and one in Livermore). Both had the same format <br />and agenda, and agencies had the option to attend either of the two workshops. The workshops <br />provided information on several funding programs for local nonprofit agencies, with particular <br />emphasis on the CDBG program (including the distribution of applications).
