To address affordable
housing needs and to assist staff in its affordable housing efforts, the
Council may provide staff with direction regarding desired future affordable
housing activities.

SUMMARY:

The City Council is in the process of a General Plan review. As part of that
process, it is advisable to provide information regarding affordable housing
activities and needs. This is particularly important as the City focuses on
land use issues and the implications that those decisions will have on the
ability to meet regional affordable housing goals.

Honorable Mayor and Members of the City Council:

BACKGROUND

In April 2003, the City adopted the Housing Element of the General Plan that was developed in
cooperation with the Housing Element Update Task Force comprised of representatives from the
Planning and Housing Commissions and four at-large members. This document provides State
required information that contributes to the State's goal of providing decent housing for all
citizens. Some of the key elements required of a housing element include analysis of a
community's population and employment trends, current housing conditions, special needs
housing, regional housing needs, and sites available for future housing developments.

SR:06:087
Page 1
