<br />multi-disciplined effort for sitework, site design, and sustainable architecture along with interior <br />design. <br /> <br />The initial short-term costs appear to be significantly reduced over the long term related to <br />savings in maintenance and energy efficiencies. Cost benefits have not yet been quantified as to <br />the added health benefits an occupant may enjoy in living in a home that is not constructed of <br />toxic materials; however, anecdotal information from employees of green buildings in <br />Pleasanton reveals that green buildings provide a positive work environment. Therefore, minor <br />adjustments in standard construction practices could lower energy costs, provide cleaner indoor <br />air, result in less solid waste, potentially lower operating costs, and improve employee <br />satisfaction. <br /> <br />PLANNING COMMISSION <br /> <br />After a nearly two-year collaborative process, City staff presented the proposed Ordinance <br />amendment to the Planning Commission. The Planning Commission reviewed and provided <br />additional direction by requesting staff to add the following discussions when the Ordinance is <br />forwarded to the City Council: <br /> <br />1) A definition of what a hardship or infeasibility may be. <br /> <br />. Staffhas responded to the comments from the Planning Commission, creating <br />definitions of "hardship" and "infeasibility" to be included. The definitions <br />are asfollows, also under Section 17.050.030 (P) and (r) of the amended <br />Ordinance: <br /> <br />(p) "Hardship" means circumstances, by some verifiable level of adversity <br />or difficulty, by which an applicant would not be able to reasonably <br />fulfill the obligations to meet the ordinance as detennined by the Green <br />Building Compliance Officer. <br /> <br />(r) "Infeasible" means the existence of obstacles which render the <br />applicant/developer incapable of fulfilling the obligations to meet the <br />ordinance as determined by the Green Building Compliance Officer. <br /> <br />2) A notification process to the Planning Commission of when an exemption is for <br />hardship or infeasibility. <br /> <br />. Staffhas responded to the commentfrom the Planning Commission by adding <br />some text in Section 17.050.080 (d) which would require the determination of <br />exemption be submitted to the Planning Commission public hearing process if <br /> <br />SR 06:089 <br />Page 6 of8 <br />
