entitlements and the building permit process. LEEDTM has not developed a rating system for
residential construction.

Recently, ACWMA has been working with various interest groups developing a revised green
points rating system for home remodeling, new home construction, and multi-family
construction. The revisions take into consideration changes in State legislation related to
Title 24 energy conservation requirements. These rating systems are defined in the "Green
Building Guidelines," Attachment 3 (Sections"23-25) of the Planning Commission staff report
attachments and also excerpted as a part of Attachment 5.

ACWMA Green Building Guidelines

Simde Familv Home Construction

The rating system developed by the efforts of ACWMA are divided into three primary
categories:
. Indoor air quality
. Energy efficiency, and,
. Resource efficiency

There are a total of 357 available points from which to choose a minimum of 50 points.
Designing to a minimum 50-point threshold is then considered as a "green home". Achieving
60 points or more qualifies the construction as a "gold level status." As of December 2005 and
recently published, the total number of available points has changed to 292. Please refer to a
comparison of the revisions to the 'checklist' as shown in Attachment 5 of this staff report.

ACWMA's review of recently constructed residential projects in the Tri-Valley area using
standard construction practices found that these projects could obtain between 30-90 points using
normal construction practices. This means that most construction companies may not need to
adjust their current construction practices by much to achieve the minimum number of points
required to meet a green standard.

Multi-Familv Home Construction

The rating systems developed by the efforts of ACWMA are divided into six categories:
. Planning & Design
. Sitework
. Structure
. Systems
. Finishes & Furnishings, and,
. Operations & Maintenance

SR 06:089
