<br />/ <br /> <br />y <br /> <br />EXHIBIT B <br /> <br /> <br />CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 03-008 <br /> <br />RESOLUTION REGARDING BYPASS ROAD IN THE <br />HAPPY V ALLEY SPECIFIC PLAN <br /> <br />WHEREAS, the Happy Valley Specific Plan, adopted by the City Council in June 1998, <br />(a) provides that one of the components of the Plan's vehicular circulation system <br />includes a Bypass Road which will provide access to the Spotomo and Golf <br />Course Properties, (b) identifies the general location of the Bypass Road (See <br />Figure VI-2), (c) states that dedication of the Bypass Road right of way shall be the <br />responsibility of the developer of the Spotomo property at no cost to the City, <br />(d) sets forth a cost sharing formula for the improvements relative to the Road and <br />(e) provides that until the Bypass Road is constructed, vehicular access to the Golf <br />Course from the Happy Valley Loop (Alisal Street, Happy Valley Road) will be <br />permitted; and <br /> <br />WHEREAS, due to the Concerns concerning when the Spotomo property would be developed, <br />the Council, when it approved Tentative Map 7372, adopted a condition directing <br />staff to investigate studying alternatives to the proposed location of the Bypass <br />Road as shown in the Specific Plan; and <br /> <br />WHEREAS, City staff solicited input as to alternative locations from the residents in the Happy <br />Valley area, the Spotomo family, Alameda County, and the Planning Commission <br />and presented those alternatives to the City Council on January 21, 2003, at which <br />time the Council took substantial public testimony as to this issue; and <br /> <br />WHEREAS, the residents in the Happy Valley area have expressed their desire to have no study <br />performed other than a study of the Bypass Road as currently shown in the Happy <br />Valley Specific Plan; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: The City Council directs staff to study only the Bypass Road in the Happy Valley <br />Specific Plan, to work with the Spotomo family to expedite the planning of the <br />Bypass Road and any development plans for the Spotomo prop~es, and to <br />review an interim alternative access to the Golf Course property that would help <br />divert traffic off Sycamore Road and onto Sycamore Creek Road. <br />, <br />, <br />
