Construction Management
Staff has recently evaluated the workload for the upcoming construction season for Capital
Improvement projects throughout the City. For the Santos Ranch Road Pump Station Upgrade
project, with construction occurring concurrently at three pump station locations and the
complexity of the work required to coordinate water system shut -downs as upgrades are
constructed, it was determined that outside consultant support will be required.
The City solicited proposals from five interested firms to oversee the construction management
for the Santos Ranch Road Pump Stations and Water Facilities Upgrade Project. Two firms
responded that they would be unable to provide the necessary services for the project due to
their current workload. Of the remaining three firms, two firms provided proposals, which
included Winzler and Kelly Consultant Engineers and Tetra Tech Inc.; the third firm was non-
responsive. Tetra Tech was the consulting engineering firm that prepared the design
improvement plans for the project. Based on the firm's qualifications, project proposal, and
familiarity with the project details, it is recommended that Tetra Tech Inc. be selected to
provide the construction management services for this project. The fee rate, and anticipated
man -hours for the project are reasonable and staff therefore recommends that the City enter
into the attached contract in the amount of $267,295.
BUDGET
In anticipation of the need for repair and replacement of these old water systems along the
Pleasanton Ridge, funds had been appropriated from the Water Replacement fund over a
number of years.
A summary of anticipated project costs and funding is presented below:
Estimated Total Project Costs: Remaining Anticipated Expenditures
• Construction Contract (low bidder) $1,881,450.00
• PG & E Services (estimated) $75,000.00
• Construction Management $267,295.00
• Construction Contingency Balance $185,705.00
• Reproduction Services / Plan Bidding Services $10,000.00
• Construction Services, (survey staking, soils,
specialty inspection, material testing) $47,000.00
• Remaining Design Services $53,000.00
Total $2,519,450.00
Funding:
• Current Fund Balance (CIP 991035)
Total
SR 06:070
$2,528,198.70
