Construction Management <br />Staff has recently evaluated the workload for the upcoming construction season for Capital <br />Improvement projects throughout the City. For the Santos Ranch Road Pump Station Upgrade <br />project, with construction occurring concurrently at three pump station locations and the <br />complexity of the work required to coordinate water system shut -downs as upgrades are <br />constructed, it was determined that outside consultant support will be required. <br />The City solicited proposals from five interested firms to oversee the construction management <br />for the Santos Ranch Road Pump Stations and Water Facilities Upgrade Project. Two firms <br />responded that they would be unable to provide the necessary services for the project due to <br />their current workload. Of the remaining three firms, two firms provided proposals, which <br />included Winzler and Kelly Consultant Engineers and Tetra Tech Inc.; the third firm was non- <br />responsive. Tetra Tech was the consulting engineering firm that prepared the design <br />improvement plans for the project. Based on the firm's qualifications, project proposal, and <br />familiarity with the project details, it is recommended that Tetra Tech Inc. be selected to <br />provide the construction management services for this project. The fee rate, and anticipated <br />man -hours for the project are reasonable and staff therefore recommends that the City enter <br />into the attached contract in the amount of $267,295. <br />BUDGET <br />In anticipation of the need for repair and replacement of these old water systems along the <br />Pleasanton Ridge, funds had been appropriated from the Water Replacement fund over a <br />number of years. <br />A summary of anticipated project costs and funding is presented below: <br />Estimated Total Project Costs: Remaining Anticipated Expenditures <br />• Construction Contract (low bidder) $1,881,450.00 <br />• PG & E Services (estimated) $75,000.00 <br />• Construction Management $267,295.00 <br />• Construction Contingency Balance $185,705.00 <br />• Reproduction Services / Plan Bidding Services $10,000.00 <br />• Construction Services, (survey staking, soils, <br />specialty inspection, material testing) $47,000.00 <br />• Remaining Design Services $53,000.00 <br />Total $2,519,450.00 <br />Funding: <br />• Current Fund Balance (CIP 991035) <br />Total <br />SR 06:070 <br />Page 3 of 4 <br />$2,528,198.70 <br />
