status to the Contractor every week. The status schedule serves a number of functions: • It lets the Contractor know that we are serious about the schedule. The Contractor will take the schedule more seriously if he believes that liquidated damages may be aggressively pursued. • It reduces conflicts about additional days. Since each update provides the number of days for the week charged to the contract and the total number of days to -date charged to the contract, differences of opinion about contract days are resolved quickly. When the differences are resolved quickly, the resolution tends to be fairer to both parties. • It induces a sense of urgency in the Contractor since he sees every week how many days are left before liquidated damages can be assessed. A sense of urgency is also induced because the Contractor will not feel like he can argue for more time at the end of the project. Tetra Tech's Construction Manager will review the construction schedule with the City's Project Manager and Design Engineer for acceptability on monthly basis. Testing and Record Drawings Through our experience on similar projects, we have learned that final testing and closeout items typically delay project completion. To reduce these delays, we will obtain sign -offs from permit agencies as soon as applicable when portions of the work are completed. We will also review the Contractor's record drawings each pay period to verify that the drawings are kept up to date. Surveying, Geotechnical Engineering and Laboratory Testing It is Tetra Tech understands that the City will engage other consultants to provide the necessary construction material and geotechnical testing, survey staking, and specialty inspections. Our Construction Manager will City of Pleasanton - Project No. 991 035 Exhibit A contact representatives of these consultants to effectively coordinate and schedule the activities with the construction contractor and City's Project Manager. Project Close -Out Tetra Tech will coordinate with City staff, design consultant, and contractor to prepare project close -out items, such as the following: • Warranty work prior to contractor's demobilization. • Final inspections and deficiency reports. • Lien waivers, bonds, guarantees, and warranties, as applicable. • Certificates of acceptance and substantial completion. The Tetra Tech Team will finalize and submit contract records and documents, including final record drawings, and a report to summarize performance of the contracts, contract changes, and final resolution of significant contract issues. Coordination with City Staff Tetra Tech will provide overall project management of the project. Our Construction Manager will report to and take direction from the Project Manager assigned by the City's Public Works Department. The Department may assign other duties, not defined above, that are related to the project. The Contractor will make available a Class "A" construction trailer for use by our Construction Manager and inspector. Tetra Tech's construction management team are equipped with cellular phones to ensure accessibility and facilitate immediate communications with the City. Communications will be further enhanced via land -line telephone service, fax and/or e-mail.
