CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 93-52 <br /> <br /> A RESOLUTION ESTK~LISHING K~ INTERIM GROWTH <br /> I~xNAGEMENT ALLOCATION POLICY <br /> <br />WHEREAS, there are a number of residential development projects <br /> which have received growth management approval from the <br /> City for units which have not been built; and <br /> <br />WHEREAS, this backlog of units, if all built in close proximity in <br /> time, would burden the City's infrastructure and schools; <br /> and <br /> <br />WHEREAS, Council has indicated that in instances where a project <br /> developer has growth management approval for units which <br /> have not been built and if the developer applies to the <br /> City for a modification to the project or otherwise is <br /> requesting an approval which is discretionary, then the <br /> Council may wish to approve such application/request on <br /> the condition that the developer reallocate its growth <br /> management approvals to the current year or future years; <br /> and <br /> <br />WHEREAS, a Council subcommittee has been established to meet with <br /> staff and with representatives of the development <br /> community to discuss revisions to the growth management <br /> allocation policy in the short termas well as on a long <br /> term basis; and <br /> <br />WHEREAS, staff has had discussions with several project developers <br /> concerning this issue and has presented to the City <br /> Council various options for the Council to consider; and <br /> <br />WHEREAS, on May 4, 1993, the City Council conducted a hearing on <br /> this policy and considered the comments of~ <br /> representatives from the development community. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: With respect to any residential development project <br /> which has growth management approval for units for which <br /> building permits have not been obtained, if the project <br /> developer applies to the City for a modification to the <br /> project or otherwise requests a discretionary approval <br /> from the City, then if the application/request is <br /> granted, it will be subject to the condition that the <br /> developer reallocate its growth management approvals to <br /> the current year or future years with the following <br /> concepts in mind: <br /> <br /> <br />
