For any service connection larger than listed above, the City Engineer or his duly appointed representative will determine the charge; or a battery of meters may be used at the City Engineer's option. Any change in use or addition requiring greater capacity will require the payment of additional fees at the rates established herein as a condition of conl/nued service. _, Within the Area of Benefit as shown on the Exhibit labeled "Area of Benefit of Additional Bonde Zone Water Reservoir", there shall be an additional water connection fee surcharge as follows: 1992 $2,600 1993 $2,912 1994 $3,261 The surcharge shall increase each January 1 by 12 percent for each year thereafter. The Area of Benefit is intended to include all properties serviced by the Bonde Zone reservoir which are those properties between the elevations of approximately 390 feet and 550 feet and all properties at higher elevations which take water from the Bonde Zone reservoir. Upon recommendation of the City Engineer and approval of the City Council, the mount of this fee may be reduced for connections above the Bonde Zone, upon a showing of exceptional water system improvement costs that make the full fee inequitable. This water connection fee surcharge ('surcharge') shall be due and payable prior to the filing of the final map for any additional lots created within the Area of Benefit. In the event the surcharge has not been collected for a lot or housing unit prior to application for a building permit, then the surcharge shall be paid prior to issuance of a building permit. Page 37
