All access restricting gates installed for this parking lot shall be equipped with a <br /> knox box or knox key override system. <br /> <br /> ENGINEERING <br /> <br />35. The property owner shall enter into a deferred street improvement agreement for <br /> the Stanley Boulevard frontage improvements prior to issuance of a building <br /> permit for the parking lot. This agreement shall be recorded with the County <br /> Recorder's Office. Said public improvements may include, but are not necessarily <br /> limited to grading, curb and gutter, sidewalk, paving, street lighting, street trees, <br /> fire hydrants, street monuments, underground utilities, storm drain facilities, <br /> sanitary sewer facilities, tree removal, traffic control devices, landscaping and <br /> automatic irrigation systems. This agreement shall be executed and approved by <br /> the City Council prior to the issuance of a building permit. The property <br /> owner/developer shall deposit a bond with the City to ensure future completion of <br /> the required improvements. This bond shall be in a standard form approved by the <br /> City Attorney and shall be in an amount satisfactory to the City Engineer. The <br /> City Engineer may accept or may require a cash payment in-lieu of bonding where <br /> circumstances warrant. <br /> <br /> Grading and Drainage <br /> <br />36. The developer shall submit a final grading and drainage plan prepared by a <br /> licensed civil engineer depicting all final grades and on-site drainage control <br /> measures, including concrete-lined V-ditches, to protect all cut and fill slopes from <br /> surface water overflow. This plan shall be subject to the review and approval of <br /> the City Engineer and/or the Director of Building Inspection prior to the issuance <br /> of any building permits. <br /> <br />37. The developer shall submit an erosion and sedimentation control plan or procedure <br /> as part of the final grading and/or improvement plans. The applicant is responsible <br /> for ensuring that the contractor is aware of and implements such measures. No <br /> grading shall occur between October 15 and April 15 unless approved erosion <br /> control/storm water quality measures are in place, subject to the approval of the <br /> City Engineer/Director of Building Inspection. Such measures shall be maintained <br /> until such time as permanent landscaping is in place. All cut and fill slopes shall <br /> be revegetated and stabilized as soon as possible at~er completion of grading, but <br /> in no case later than October 15th. Hydroseeding shall be accomplished before <br /> September 15 and irrigated with a temporary irrigation system to ensure that the <br /> <br />Cases UP-98-21 and Z-98-149 Conditions of Approval <br /> <br /> <br />
