D. Format of Agenda <br /> <br /> The agenda for regular meetings shall include, at a minimum, the following <br /> sections: <br /> <br /> 1. Meeting _Open to the Public <br /> <br /> During the "Meeting Open to the Public" portion of a Council meeting, <br /> any person may address the Council provided that the item (1) is of <br /> interest to the public and is within the subject matter jurisdiction of the <br /> Council and (2) is not otherwise on the agenda. <br /> <br /> The Meeting Open to the Public portion of the agenda is limited to 15 <br /> minutes for all speakers. All speakers wishing to address the Council <br /> during this portion of the meeting must fill out a speaker information card <br /> and submit it to the City Clerk prior to commencement of this agenda <br /> item. Depending upon the number of speakers, the Mayor may assign <br /> time limits to each speaker to limit the session to 15 minutes. <br /> <br /> 2. Call to Order and Pledge to Flae <br /> <br /> The Council shall assign, on a rotating basis, a member (excluding the <br /> Mayor), to lead the Pledge of Allegiance. The Councilmember leading the <br /> pledge may then address introductory remarks to the audience, not to <br /> exceed three minutes. <br /> <br /> <br />
