CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 99-014 <br /> <br /> RESOLUTION APPROVING PRE-ANNEXATION POLICIES <br /> FOR THE HAPPY VALLEY SPECIFIC PLAN AREA <br /> <br />WHEREAS, the City Council approved the Happy Valley Specific Plan on June 16, 1998 <br /> pursuant to Resolution No. 98-85; and <br /> <br />WHEREAS, in approving the Happy Valley Specific Plan, the City Council was sensitive to the <br /> issues raised by the existing property owners in the area who wish to preserve the <br /> rural nature of their neighborhood; and <br /> <br />WHEREAS, the City Council has initiated a process with the Local Agency Formation <br /> Commission (LAFCO) to annex most of the properties in the Happy Valley area, <br /> and LAFCO will consider this request at its March 1999 meeting; and <br /> <br />WHEREAS, prior to final action on the annexation, the City Council desires to adopt <br /> pre-annexation policies for the Happy Valley area which provide a commitment to <br /> existing property owners regarding farm animals, non-conforming uses, bypass <br /> road, construction traffic, construction activity, public road maintenance, water <br /> hook-up options, private wells, golf course water quality, sewer hook-up options, <br /> private sewer systems, storm water drainage improvements, police service and city <br /> government. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br /> Section 1: Approves the pre-annexation policies set forth in the attached Exhibit A. <br /> <br /> Section 2: This resolution shall become effective immediately upon its passage and adoption. <br /> <br /> <br />
