reasonable advance written notice of any ordinance, <br /> resolution, rule or regulation relating to matters with <br /> the scope of representation proposed to be adopted by the <br /> City and shall be given the opportunity to meet with the <br /> appropriate management representatives prior to adoption. <br /> Section 3. No Discrimination <br /> Neither the City, the Union, nor any person employed by <br /> them shall discriminate against any employee, or applicant <br /> for employment because of race, color, religion, sex, <br /> national origin, age, medical condition, pregnancy, <br /> marital condition, disability, or sexual preference. <br /> Furthermore, the City shall not discriminate against any <br /> employee because of legitimate employee organization <br /> activities. <br /> Employee claims of discrimination shall be filed and <br /> investigated through the complaint process set forth in <br /> the City's harassment policy. <br /> Section 4. Union Representatives <br /> City employees who are official representatives of the <br /> Union shall be given reasonable time off with pay to <br /> attend meetings with management representatives, or to be <br /> present at hearings where matters within the scope of <br /> representation are being considered. The use of official <br /> time for this purpose shall be reasonable and shall not <br /> interfere with the performance of City services as <br /> determined by the City. Such employee representatives <br /> shall submit written requests for excused absences to the <br /> Fire Chief, with an informational copy to the Personnel <br /> Officer, at least two (2) calendar days prior to the <br /> scheduled meeting whenever possible. No more than three <br /> (3) employees shall be excused for such purposes. The <br /> Union shall submit a list of the officers of the Union to <br /> the City Manager and notify the City Manager in writing at <br /> such time there are any changes in such Union officers. <br /> Section 5. Salaries <br /> 5.1 Rates of Pay <br /> The salary ranges for all employees in the Fire Employees <br /> Union as set forth below represent, for each <br /> classification, the standard rate of pay for full -time <br /> employment and represent the total compensation due <br /> employees, except for overtime compensation and other <br /> benefits specifically provided by the City. Effective <br /> September 1, 1993, the salary range of each classification <br /> shall provide monthly salary ranges as follows: <br /> - 6 - <br />
