access. This registration process is used in the Adult Softball,
Basketball, and Volleyball Programs. As the number of Pleasanton
residents increase, the opportunity for nonresidents to participate
decreases.

The nonresident fee for fee classes is $3.00 for fees up to and
including $30.00; above $30.00, it is 10% of the base fee. This is
consistent with fees charged nonresidents in Dublin and Livermore.
The nonresident fee for adult sport teams is $15.00 per nonresident
player for a full season. Nonresident players who work in
Pleasanton pay an additional $8.00 per player per full season of
play. The nonresident fee for drop-in gym programs is an
additional $1.00 for youth or adults. The basic softball team
league fee is $500 per season. The nonresident player fee results
in a considerable fee increase for nonresident teams. For example,
if a 20 member team is comprised of 50% residents and 50%
nonresidents, the full fee would be $650. If a 20 member team was
all nonresidents, the team fee would be $800, $300 more than an all
resident team.

The revenue goal of the department considers the amount of fees
generated in all programs, including the nonresident fees. For
those specific programs with an objective of generating revenue to
cover all program costs, the nonresident fee assists in offsetting
those costs. As the number of nonresident participants decreases,
the resident fee needs to increase to assure adequate revenue
generation.

PROPOSED FEE SCHEDULE/CHANGES

A.
