The fees and charges of Department of Parks and Community <br /> Services programs and facilities are based on the policy <br /> of recovering the full direct program's cost of fee <br /> classes, special clinics, camps and private facility use, <br /> and recovering 0%-75% of the direct program cost of <br /> broad-based children's programs, teen activities, <br /> disabled programs, senior programs, facility use <br /> associated with nonprofit organization program use, or <br /> programs targeted to address identified community needs. <br /> It should be noted that direct costs do not usually <br /> include facility maintenance, custodial services or <br /> utility costs. <br /> <br />Honorable Mayor and Members of the Council: <br /> <br />BACKGROUND <br /> <br />All fees and charges established by the Department of Parks and <br />Community services are to be approved by the City Council <br />Resolution 92-99 (Fee Policy) and Resolution 92-200 (Master Fee <br />Schedule). During the past year, the Department has made various <br />adjustments to the fees and charges to compensate for increases in <br />staff/contractor salaries and program materials and have added and <br />omitted classes and programs due to demand or lack of demand. <br />Effort has been made to delete from fees submitted for approval <br />those "add-on" items that are controlled by the market, i.e., <br />insurance, uniforms, books. <br /> <br />If no change is proposed, the existing fee remains in place. If an <br />increase is considered significant, 10% of existing fee, or special <br />circumstances exist, an explanation has been provided for the <br />proposed fee. <br /> <br />BASIS FOR FEES <br /> <br />The basis for fees varies between programs. The Community Services <br />Division of the Parks and Community Services Department has <br />established revenue goals for programs based on the service <br />provided. <br /> <br />Direct Proqram Costs <br /> <br />The goal of the Community Services Division is to recover 70%-100% <br />of direct program costs for all revenue generating programs except <br />the Senior Program, Theater, Paratransit and the Recreational <br />Activities for the Developmentally Disabled Program. Those <br />programs are expected to recover a much smaller percentage of <br />direct program costs. <br /> <br />Direct program costs include: <br /> <br />· Staff time (temporary, full-time and contract) associated with <br /> the program except the Director and office staff. <br /> <br />SR 95:206 2 <br /> <br /> <br />
