City Pleasanton <br /> <br /> STA REPORT <br /> <br /> June 20, 1995 <br /> Public Works Department <br /> <br /> SUBJECT: 1995-96 Annual Assessments for Lighting and Landscape <br /> District 1993-1, Windsor <br /> <br /> STAFF RECOMMENDATION: <br /> <br /> Staff recommends the City Council adopt a resolution <br /> confirming the Engineer's Report and levying the annual <br /> assessment. <br /> <br />SUMMARY: Common area landscaping in the Windsor subdivision is <br /> maintained through an assessment district. This <br /> maintenance is for the masonry walls, street lighting, <br /> trees, shrubbery, groundcover, and irrigation systems <br /> situated on the northeast side of Tapestry Way and Minton <br /> Court, Lot A in the northwest corner of the subdivision <br /> and also Lot C in the southwest corner of the <br /> subdivision. A public hearing must be held annually to <br /> establish the assessment for the maintenance costs. <br /> <br />Honorable Mayor and Members of the Council: <br /> <br />BACKGROUND <br /> <br />On December 14, 1993, the City Council adopted an ordinance <br />requiring the landscaping of narrow, common strips of land which <br />surround the Laguna Oaks-Windsor subdivision. A further condition <br />of this ordinance required that Laguna Oaks-Windsor Homes enter <br />into an agreement with the City establishing how the landscaping in <br />these areas would be maintained. To accomplish this, Laguna Oaks- <br />Windsor Homes suggested the formation of an "Assessment District," <br />under the conditions of the 1972 "Landscape and Lighting Act." <br />Soon after, the formation of Landscaping and Lighting Assessment <br />District 1993-1 was approved by the City. <br /> <br />As required by the Landscaping and Lighting Act of 1972, the City <br />must levy an annual assessment to all parcels benefitted by the <br />Landscape District 1993-1 (see attached diagram).
