j. The applicant shall comply with the City's non-point storm <br /> drain run-off ordinance. The final building plans submit- <br /> ted for issuance of building permits shall address the <br /> following "best management practices" to preclude pollut- <br /> ants from entering the storm water system, which shall be <br /> subject to approval of the City Engineer and Planning <br /> Director prior to issuance of a building permit: <br /> <br /> 1) The trash enclosure shall be covered, a berm installed <br /> around its base, and connected to the sanitary sewer <br /> system. <br /> <br /> 2) On-site storm drainage inlets shall be stenciled with <br /> the following wording -- "No dumping, drains to bay." <br /> <br /> 3) Oil/water separators shall be installed in the parking <br /> lot storm drain inlets. A maintenance schedule shall <br /> be submitted for review and approval by the City <br /> Engineer prior to issuance of building permits. <br /> <br /> 4) Construction site clean-up and control of construction <br /> debris shall be addressed in the building plans. <br /> Measures to be followed include gathering construction <br /> debris and placing it in a dumpster or container on a <br /> regular basis, creating a contained and covered area <br /> on the site for the storage of materials such as <br /> cement and paint which have the potential for being <br /> discharged into the storm drain system by wind or <br /> spillage, and ensuring that cement trucks, painters, <br /> or stucco/plaster finishing contractors do not dis- <br /> charge wash water from equipment, tools, or rinse <br /> containers into street gutters or drains. Street <br /> storm drain inlets shall be protected from contami- <br /> nated run-off during construction as required by the <br /> City Engineer. <br /> <br /> 5) All on-site storm drains shall be cleaned at least <br /> twice a year, once immediately prior to the rainy <br /> season (October 15) and once in January. Records of <br /> the maintenance shall be sent to the City's Civil <br /> Engineer annually. <br /> <br /> 6) Sidewalks and parking lots shall be swept to prevent <br /> the accumulation of litter and debris. If pressure <br /> washed, debris shall be trapped and collected to <br /> prevent entry into the storm drain system. No clean- <br /> ing agent may be discharged into the storm drain. <br /> <br /> 7) The applicant shall provide a copy of the Notice of <br /> Intent (NOI) filed with the State Regional Water <br /> Quality Control Board, prior to issuance of building <br /> permits. <br /> <br /> Page 7 <br /> <br /> <br />
