CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 96-14 1 RESOLUTION APPROVING A NEGATIVE DECLARATION FOR THE APPLICATION OF SECURITY TRUST COMPANY FOR AN AMENDMENT TO THE DEVELOPMENT AGREEMENT WHEREAS, at its meeting of December 3, 1996, the City Council received a proposed negative declaration for the application of Security Trust Company, as Trustee for Stoneridge Regional Shopping Center, for an amendment to the Development Agreement which would: (1) extend the term of the Agreement for five years; (2) allow an additional development of 220,000 square feet (in addition to the 178,000 square feet of approved, but not built, development) of leasable floor area in additional department stores, specialty stores, and/or additional mall stores; (3) establish revised minimum parking ratios; and (4) establish owners' obligations for further traffic mitigation improvements; and WHEREAS, the City Council has received and reviewed the Initial Study dated November 1, 1995, and received the recommendations of the staff and Planning Commission; and WHEREAS, a duly noticed public hearing was held at which time the public was given the opportunity to comment on the environmental impacts of the proposed Development Agreement amendment; and WHEREAS, the City Council has reviewed the potential impacts in accordance with the applicable state and local guidelines governing the preparation of Negative Declarations and Environmental Impact Reports; and WHEREAS, the City Council fmds that the proposed Development Agreement amendment would not have any significant adverse effects on the environment; and WHEREAS, the City Council further finds that the proposed project will have no potential for adverse impacts on the site's wildlife;
