EXECUTNE SUMMARY <br /> <br />The Metropolitan Transportation Commission (MTC) is the Regional Transportation <br />Planning Agency for the San Francisco Bay Area. The MTC requires many of the transit <br />operators in the region to complete a Short Range Transit Plan at least every 5 years. <br />Some operators, like the Livermore Amador Valley Transit Authority (LAVTA), update <br />their plans every one-two years. LAVTA's SRTP was last updated in 1995. <br />The update of this year's plan included several different objectives: <br /> <br /> · Prepare a complete implementation plan for the proposed DART system. <br /> Update LAVTA's financial and capital plan funding assumptions using the most <br /> recent revenue projections available from MTC. <br /> <br /> · Review the proposed fixed route network in light of the delayed opening of the <br /> East Dublin BART station. <br /> <br /> · Complete an on-board survey of fixed route passengers <br /> <br /> The on-board survey will not be completed until the end of September. The results of <br /> the survey will be included in the Final Report. <br /> <br /> OperaUons <br /> LAVTA is poised to take a giant leap forward in its efforts to improve mobility for <br /> residents throughout its service area. Two important changes service changes are <br /> planned for next year: <br /> <br /> DART <br /> In April 1997, LAVTA will introduce its new DART service in Pleasanton and Dublin. <br /> DART (Direct Access Rapid Transit) is a fairly recent development in the evolution of <br /> transit service. Already in use in a number of communities around North America, DART <br /> services are a proving to be success at improving suburban mobility while reducing <br /> annual operating costs. On weekdays, DART will operate during the midday period, <br /> replacing the service on Routes 2, 3, and 4 (See Figure ES-1).
