CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 96-115 <br /> <br /> RESOLUTION SUPPORTING ALAMEDA COUNTY <br /> MEASURE D ON THE 11/5/96 ELECTION BALLOT <br /> <br />WHEREAS, voter approval of Alameda County Measure D on the November 5, 1996 <br /> ballot is required in order to continue until June 30, 2001 the existing 5.5% <br /> Utility Users Tax that is collected only in the unincorporated areas of the <br /> County and that is used to fund general County services in the <br /> unincorporated areas; and <br /> <br />WHEREAS, voters of the City of Pleasanton will have the opportunity to vote on <br /> Measure D because of the legal requirements of Proposition 62; and <br /> <br />WHEREAS, residents and businesses in the City of Pleasanton will not pay the Utility <br /> Users Tax; and <br /> <br />WHEREAS, residents of the City of Pleasanton may experience adverse consequences in <br /> County-wide Sheriffs Department services and County library sentices if <br /> Measure D is not approved by the voters; and <br /> <br /> WHEREAS, the Utility Users Tax currently provides 10% of the County library's <br /> operating budget and contributes to the funding of the library materials <br /> budget, the Bookmobile, and support from County Library Headquarters to <br /> all branches, as well as to the operations of the libraries in the <br /> unincorporated areas; and <br /> <br /> WHEREAS, unless the County Board of Supervisors is able to identify alternative <br /> funding sources, the loss of the Utility Users Tax will result in reductions in <br /> the purchase of library materials, Bookmobile stops, and Headquarters <br /> support to all branches, affecting residents of the City of Pleasanton as well <br /> as the residents in the unincorporated areas; and <br /> <br /> WHEREAS, the Alameda County Library Advisory Commission voted in support of <br /> Measure D at its September 11, 1996 meeting; and <br /> <br /> <br />
