CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 96-106 <br /> <br /> RESOLUTION DESIGNATING CRITERIA USED TO <br /> ESTABLISH IN-LIEU PARK DEDICATION FEE <br /> <br />WHEREAS, at its meeting of September 17, 1996, the City Council reviewed the staff <br /> report (SR 96:259) of the Director of Parks and Community Services <br /> regarding the criteria to be used in establishing the land value upon which <br /> the in-lieu park dedication fee will be based; and <br /> <br />WHEREAS, the Park and Recreation Commission has recommended approval of the <br /> proposed criteria; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1: The following criteria shall be used to establish the land value upon which <br /> the in-lieu park dedication fee will be based: <br /> <br /> a. The basis of determining residential land values will be an annual <br /> Land Value and Analysis Study. <br /> <br /> b. The Land Value and Analysis Study shall include residential land <br /> sales within the last three years for land within the Pleasanton Urban <br /> Growth Boundary. <br /> <br /> c. Land to be included in the Land Value and Analysis Study shall <br /> include only raw land suitable for residential development and/or <br /> residential land in various stages of the development process (e.g., <br /> tentative map approval, final map approval). <br /> <br /> d. An ad hoc committee shall review the Land Sale Study and Analysis <br /> and provide recommendations for Council consideration. The <br /> committee shall be comprised of two members of the Park and <br /> Recreation Commission, one representative from the development <br /> community, one member of the Economic Development Advisory <br /> Committee, one representative from the Chamber of Commerce, and <br /> two citizens at large appointed as provided in Section X of the City <br /> Council Rules and Operating Procedures. <br /> <br /> <br />
