1996 EVALUATION: Objective met. Continue Program. In terms of new construction, the
City met most of its housing targets for each affordability level, with the exception of the
"low-income" and "very-low-income" level. However, the projected construction of
150 approved "low-income" units in the near future will allow achievement of that goal. For
rehabilitation, the City exceeded its targets for rehabilitating both "low-income" and
"very-low-income" units, although this was possible largely because the City had access to a
larger pool of federal funds for housing rehabilitation when Pleasanton was still pan of the
Alameda County Urban County prior to 1994. There were only a few demolitions of housing
units during the past five years, and all resulted in replacement with an equal or greater number
of units at comparable affordability levels. The City's progress in the three housing categories
is illustrated in the table below:

Income New Construction Rehabilitation Conservation
Category Target Actual ( % ) Target Actual ( % ) Target Actual ( % )

Above-Moderate 1,596 2,879 180% N/A ..... 100% 100% 100%
Moderate-Income 709 1,510 213% N/A ...... 100% 100% 100%
Lower-Income 497 395 79% 2 5 250% 100% 100% 100%

Very-Low-Income 745 83 11% 3 7 233% 100% 100% 100%
Total 3,547 4,867 137% 5 12

1996 EVALUATION: This program was added in order to conform to the provisions of the
Tri-Valley Subregional Planning Strategy.

14
