1996 EVALUATION: Objective met. Continue Program. The City Council has consistently <br />prioritized new housing projects which offer units at the moderam-income level and below. Continue Program. The City was successful in <br />encouraging the construction of 79 percent of the lower-income housing target established by <br />ABAG for the period from 1988 through 1995. An additional 150 lower-income units were <br />approved during the review period but are still unbuilt. When built, these units will fulfill the <br />ABAG lower-income target.
