<br />- <br />Responses to Communication: <br />Verbal Comment from David Jones provided at May 28, 1996 City Council Meeting <br />In response to a request by David Jones for a more thorough and accurate response to <br />Comment AS in the "Response to CommentS." staff recommends that Comment AS be revised <br />to read as follows: <br />"Regarding circulation on Rose Avenue under Subalternatives 1 and 2 (with and <br />without the extension of Rose Avenue to Valley Avenue): The Draft EIR text on <br />page 160 addresses the fact that the Fairgrounds is a large block of land that <br />creates a barrier to east/west circulation in Pleasanton. The primarY demand for <br />Rose A venue as a collector street results from the local traffic generators and <br />attractors in the vicinity of the Fairgrounds. The attached figure shows these to <br />be the Del Prado neighborhood, the southern portion of Pleasanton Valley near <br />the Del Valle Parkway, the Rose A venue neighborhood, Downtown, the Bernal <br />Corporate Park, and the 1-6801Bemal Avenue interchange. The arterial route on <br />the north side of the Fairgrounds is Division Street, Hopyard Road, and Valley <br />Avenue. This route is not a direct east/west connector; hence, a significant <br />number of motorists use Black A venue, Via Espada, or Hansen Drive, which <br />have residential frontage streets. <br />" <br />"Rose Avenue and its extension to Valley Avenue would be used primarilY for <br />the following trips: (1) Del Prado to and from the Downtown, and Del Prado to <br />and from Del Valle Parkway; (2) Pleasanton Valley/Del Valle Parkway to and <br />from Bernal Corporate Park, and pleasanton ValleylDel Valle Parkway to and <br />from 1-680/Bemal A venue interchange; and (3) Rose A venue neighborhood to and <br />from Bernal Corporate Park, and Rose A venue neighborhood to and from <br />1-680/Bemal Avenue interchange. <br />"The Bernal A venue/Pleasanton A venue route was not mentioned as an alternative <br />because it is not an alternative on the north side of the Fairgrounds. The <br />concentration of all of the neighborhood traffic onto Bernal A venue is part of the <br />circulation problem. <br />"The Del Valle Parkway is not an alternative to the proposed Rose Avenue <br />extension or to Valley Avenue, because the Del Valle Parkway provides an <br />east/west route in the area east of the Fairgrounds, whereas the purpose of the <br />Rose A venue extension would be to provide an east/west route along the northern <br />edge of the Fairgrounds and connect to the Valley A venue arterial on the west of <br />the Fairgrounds." <br />WPR:ml1(lespOllsudd) <br />1 <br />
