b. All building and site signs for this development shall conform to the comprehensive <br /> signing program unless revised under a separate sign design review application. Prior <br /> to issuance of the building permit, the developer shall submit to the Planning Director <br /> for consideration a final sign program describing all building and site signs as to loca- <br /> tions, dimensions, materials, colors, copy, and illumination. Illumination shall be <br /> limited to halo-lit lettering, back-lit routed-out lettering, or flood-lit signs. <br /> <br /> c. All parking spaces shall be striped as shown on the "Schematic Site Plan", Sheet No. <br /> A1.1, of Exhibit "A". Wheel stops shall be provided unless the spaces are fronted by <br /> concrete curbs, in which case sufficient areas shall be provided beyond the ends of all <br /> parking spaces to accommodate the overhang of automobiles. <br /> <br /> d. The location of any pad mounted transformers shall be subject to approval by the <br /> Planning Director prior to issuance of permits by the Building Department. Such <br /> transformers shall be screened by landscaping or contained within an enclosure <br /> matching the building and with corrugated metal gates. All transformers shall be <br /> shown on the plans submitted for issuance of building permits. <br /> <br /> e. All backflow prevention devices installed with the development shall be painted for- <br /> est green (Pantone Color System Number 2030) and shall be screened from view <br /> from public/private streets. Screens shall consist of berms, walls, or landscaping sat- <br /> isfactorily integrated into the landscape plan. Landscape screens shall include shrub- <br /> bery designed by species and planting density to establish a complete screen within <br /> one year from the date of planting. Weather protection devices such as measures to <br /> protect pipes from freezing shall require approval by the Planning Director prior to <br /> use; at no time shall fabric or other material not designed and/or intended for this pur- <br /> pose be wrapped around or otherwise placed on these devices. All backflow preven- <br /> tion devices shall be shown on the plans submitted for issuance of building permits <br /> together with screening mechanism and/or weather protection devices. Proposed <br /> screening and weather protection devices shall be reviewed for conformity to these re- <br /> quirements and approved by the Planning Director prior to issuance of a building <br /> permit. <br /> <br /> f. Only modular newspaper dispensers accommodating more than one newspaper shall <br /> be allowed outside of buildings within the development. The design of these dispens- <br /> ers shall be approved by the Planning Director. Dispensers may not be located within <br /> public street rights-of-way or Public Service Easement (P.S.E.). <br /> <br />16. Building Permit Review: <br /> <br /> a.
