LIVERMORE AMADOR VAI ~FY SNORT RANGE TRANSIT PLAN UPOATE <br />TRANSIT AUTHORTTY 1998/1999 <br /> <br />EXECUTIVE SUMMARY <br /> <br />The Metropolitan Transportation Commission (MTC) is the Regional,Transportation Planning <br />Agency for the San Francisco Bay Area. The MTC requires aU of the transit operators in the region <br />to complete a Short Range Transit Plan at least every 2 years. The Short Range Transit Plan <br />functions as the primary. planning document for most small and medium size transit systems. Some <br />operators, like the Livermore Arnador Valley Transit Authority. (LAV'TA), update their plans every <br />one-two years. This document serves as LAVTA's update to their SRTP. which was completed in <br />November 1998. <br /> <br />This year's plan was an interim update and focused on several specific objectives: <br /> <br /> · A comparison of actual performance and adopted standards <br /> <br /> · Updating the Financial and Capital Plans <br /> <br /> · Evaluate LAVTA's Dial-A-Ride Service via Parstransit Service Survey <br /> <br /> · Commuter Service Expansion <br /> <br />This has been an exciting year for LAVTA. In <br />May 1997, BART opened its new <br /> Dublin'xPleasanton station. In response, LAVTA <br />implemented its new Pleasantonx, Dubiin fixed <br /> route network and rolled out its innovative <br /> midday demand response service called DART <br /> (Direct Access Responsive Transit). The performance of both systems exceeded expectations. <br /> Weekday ridership on the fixed route system compared to the previous year is up more than <br /> DART achieved 5.83 passengers per hour last quarter. <br /> <br /> LAVTA has completed several projects during the previous year, which further improved the delivery <br /> of services: <br /> <br /> Livermore Intermodal Transit Center <br /> On January. 4, 1998, LAVTA celebrated the opening of its new intermodal transit center, located at <br /> the intersection of F'trst and Railroad. This new facility replaced the existing transfer site on Stanley <br /> Boulevard near the Valley Memorial Hospital. The new transit center is an "off-street" fa~:ility, <br /> meaning that buses will pull off' the street into the site, providing a safer environment for transfer <br /> activity. <br /> <br /> ES-t <br /> <br /> <br />
