ENGINEER'S REPORT <br /> LAUREL CREEK ESTATES <br /> GEOLOGIC HAZARD ABATEMENT DISTRICT <br /> <br />Section 1. Introduction. <br /> <br /> This Engineer's Report provides the justification and rationale for the proposed assessment <br />for the Laurel Creek Estates Geologic Hazard Abatement District CGHAD"). The Engineer's <br />Report has been prepared by a registered professional engineer certified by the State of California <br />and as such, it complies with the requirements of Section 4(b) of Article XIII D of the California <br />Constitution. <br /> <br /> The 271-acre Laurel Creek Estates subdivision is located on a north-facing slope bounded by <br />Foothill Road to the east and Dublin Canyon Road to the north in Pleasanton, California. Access <br />to the subdivision is from either Foothill Road or Dublin Canyon Road. Laurel Creek Estates is <br />subdivided into 100 single-family residential lots, Tract 6400 and Tract 6590, and will be known <br />as The Preserve. <br /> <br />Section 2. Special Benefits. <br /> <br /> Each of the parcels identified on the map attached as Exhibit 1 will receive a particular and <br />distinct benefit in the form of GHAD facilities and services which are over and above the general <br />benefits received by the general public. Specifically, the GHAD will (a) maintain surface and <br />sub surface drainage facilities to prevent certain geologic hazards within the GHAD, and <br />(b) establish a reserve to fund, mitigate, abate or control those geologic hazards within the <br />GHAD. The special benefits are more fully set forth in the Laurel Creek Estates Plan of Control <br />("POC"), attached as Exhibit 2. <br /> <br /> As discussed more fully in Section 6 below, the special benefit derived from the GHAD by <br />each parcel is proportionate to the entire costs of the GHAD, and the amount of the assessment is <br />proportional to, and no greater than, the benefits conferred on each parcel. <br /> <br /> <br />
