THE CITY OF <br />~~„~ ~ <br />~N s m t u ::i:: ~~ <br />L~ T No <br />~S~4N O <br />City Council <br />Staff Report <br />November 17, 1998 <br />Police Department <br />SUBJECT: APPROVAL OF RECONIlVIENDATIONS FOR USE OF CITIZEN'S <br />OPTION FOR PUBLIC SAFETY PROGRAM (COPS) APPROPRIATION <br />STAFF RECOMMENDATION: The City Council hold a public hearing and adopt a <br />resolution to approve the proposal for use of the COPS <br />appropriation to fund: <br />1) Secondary Emergency Communications Room <br />including the installation and reconfiguration of <br />existing backup base stations, dispatch position, and <br />tactical phones. <br />2) Automated Emergency Vehicle Location (AVL) <br />equipment installed with the mobile data <br />computer System. <br />3) FireArms Training System (FATS) purchase and <br />installation to augment existing training by adding <br />decision making in the use of firearms. <br />4) Night Vision Equipment for use by field officers <br />and the special response team. <br />(See Anticipated Expenditures for details.) <br />In accordance with Chapter 6.7 (commencing with Section <br />30061), Division 3 of Title 3 of the Government Code, <br />the council must hold the hearing and pass a resolution <br />within 60 days. <br />SUMMARY: State Assembly Bi113229 of July 12, 1996 established the <br />Citizen's Option for Public Safety (COPS) Program. The <br />Governor has signed a bill renewing the funding for <br />1998/99. The City will receive a proportionate share of <br />$100,000,000 appropriated in 1998/99 for public safety <br />based on the City's population.
