EXHIBIT "A" <br /> CITY COUNCIL CONDITIONS OF APPROVAL <br /> NORTH SYCAMORE SPECIFIC PLAN FINANCE PLAN <br /> NOVEMBER 3, 1998 <br /> <br />1. The financing of infrastructure in the Noah Sycamore Specific Plan area shall be <br /> pursuant to the Noah Sycamore Specific Plan Finance Plan, dated October 13, 1998, <br /> except as modified by these conditions. The Planning Director may approve minor <br /> revisions if found to be in substantial compliance with this approval. In the event that any <br /> parties subject to the finance plan disagree over its provisions, the Planning Director shall <br /> resolve any such disagreement through a written interpretation of the issue. <br /> <br />2. The Finance Plan shall be modified to show that the pro rata share for the golf course club <br /> house shall be paid at the time that the building permit for the club house is issued. <br /> <br />3. The Finance Plan shall be modified to clarify that any debt financing used by the Funding <br /> Developers shall be private debt financing and that any outstanding indebtedness on any <br /> residential lot shall be retired no later than the close of escrow of the initial sale. <br /> <br />{end} <br /> <br /> <br />
