REPORT OF THE DOWNTOWN PLEASANTON BUSINESS IMPROVEMENT <br /> DISTRICT FISCAL YEAR 1998-1999 <br /> <br />The District: <br /> <br /> The Downtown Pleasanton Business Improvement District (PDA) is a non-profit service <br />organization of the downtown businesses dedicated to the ongoing revitalization of Pleasanton's <br />historic business district. The district was created in 1984 by the Pleasanton City Council under <br />the provisions of California Business Improvement District Area Law. <br /> <br /> The PDA advisory board has recommended no changes in the district's assessment <br />formula, or the boundaries of the district for Fiscal Year 1999. Several businesses, however, <br />between the Arroyo Del Valle and the Union Pacific tracks, have approached the PDA for <br />inclusion in the district. This issue will be discussed by the Board and with the City in the <br />upcoming year. <br /> <br /> The current assessment formula is based on the annual business license payment: <br />Businesses located curb-side, downstairs on Main Street are assessed at a rate of two times their <br />business license. Businesses with Main Street addresses located upstairs. or not curb-side, are <br />assessed at a rate of one and a half times their business license. All other businesses (those <br />located off Main Street) would pay an amount equal to their business license. The minimum <br />assessment is $50 and the maximum is $350. Exempt businesses pay the maximum assessment. <br />Non-profit businesses do not pay an assessment to the PDA. <br /> <br />Pleasanton Downtown Association: <br /> <br /> The district includes approximately 450 members. Those members elect, and are <br />represented by, a 12 member board of directors. In accordance with the City/PDA agreement, <br />the PDA has created an organizational structure which is modeled on the guidelines <br />recommended by the National and State Main Street Program. The four areas of focus are: <br /> <br /> Organization: The committee is made up of the 4 officers of the board of directors. <br />Organization focuses more closely on the day-to-day operations of the PDA including financial <br />oversight, personnel issues, budgets, and insurance. This committee is currently undergoing the <br />first substantial review of the PDA bylaws. They have already improved PDA budgeting <br />abilities. <br /> <br /> Promotions/Marketing: The committee includes two board members and appwximately <br />12 volunteers. They continue to create and implement exciting ways to promote downtown to <br />our region, and to devise events which have generated large community support. <br /> <br /> Economic Restructuring: The committee includes 3 board members and approximately <br />10 volunteers. This committee is preparing a membership directory and downtown brochure, <br />considering options to solve downtown parking problems and a trolley program, doing business <br /> <br /> <br />
