B. TRANSPORTATION <br /> <br />Impact BI: Traffic associated with the Specific Plan project, together with traffic generated by <br />other future development, would contribute to cumulative traffic levels of service on segments of <br />Interstates 580 and 680, which are expected to exceed the level of service standards adopted by <br />the Tri-Valley Transportation Council. (Cumulative) <br /> <br />Mitigation <br />Measure BI: Implement the subregional traffic impact fee to fund subregional transportation , <br />improvements through a joint powers authority proposed by the Tri-Valley Transportation <br />Council. <br /> <br />Findings: Vehicle trips generated by development of the project will contribute to sub standard <br />traffic operations at locations in the City outside of the project area, specifically on segments of <br />Interstates 580 and 680. The implementation of other subregional traffic management measures <br />is beyond the control of the City of Pleasanton. <br /> <br /> Rationale for <br /> Finding: Improvements to Interstates 580 and 680 are proposed by the Tri-Valley Transportation <br /> Council. However, even if these improvements are implemented, there will still be insufficient <br /> capacity to meet regional needs expected from future development. Therefore, any traffic <br /> generated by the project will result in a cumulative impact on these regional transportation <br /> systems. See "Statement of Overriding Considerations" for the specific benefits of the project, <br /> <br /> <br />
