Executive Summary <br />The Homeless Service Delivery System <br />• There are approximately 834 shelter beds in the county. Many are targeted to <br />specific homeless subpopulations (for example, those affected by domestic <br />violence), so are not available to all homeless people. Beds exist throughout the <br />county as follows: <br />- North County - 500 60 <br />- Mid County - 165 20% <br />- South County - 108 13 <br />- East County - 61 7 % <br />• There are roughly 898 transitional housing beds or units in the county, many <br />targeted to specific subpopulations. By region, these break down as follows: <br />- North County -592 66% <br />- Mid County - 91 10% <br />- South County - 32 3.5 % <br />- East County - 7 1 <br />- County-wide - 175 19.5 % <br />(transitional rental assistance} <br />• When they reach full capacity, the Berkeley and Alameda County Shelter Plus Care <br />programs, which provide rental assistance coupled with support and health services, <br />will serve 564 homeless households county-wide with mental illness, AOD <br />problems, and/or HIV/AIDS. <br />• There are a number of agencies throughout the county providing varying ranges of <br />services, such as legal help, counseling, information and referral, and showers. <br />About ten of these are "multi service centers" (MSCs) combining services with a <br />place for daytime respite (or "day shelter"). One of these MSCs is in Mid-County, <br />all others are in North County. <br />• Affordable housing is in short supply throughout the County. High rental markets <br />and low vacancy rates further aggravate the shortage.
